The most common reason meal plans fall apart in Busan is travel time. Haeundae to Nampo-dong is over forty minutes by subway, and Gamcheon Culture Village or Taejongdae take longer still.
So rather than searching "Busan restaurants" as a whole, it is more practical to shortlist within the area you are actually in that day. Splitting the city into the Haeundae–Gwangalli axis, central Seomyeon, and the Nampo-dong–Jagalchi axis makes the routing manageable.
Dwaeji-gukbap, milmyeon, ssiat hotteok, and eomuk either originated in Busan or are at their most common here. Seomyeon and Nampo-dong hold many of the older establishments.
For seafood, Jagalchi Market and the fish centers in Millak-dong are the obvious options. The standard arrangement is to pick your fish and pay a separate table charge, so knowing that structure in advance avoids surprises at the till.
If you arrive at Busan Station, Nampo-dong or Seomyeon are the closest options for a first meal. Once you have moved to a Haeundae hotel, eating in that area saves a significant amount of transit.
In peak summer the beach districts stay busy all day, while Seomyeon and Nampo-dong remain comparatively relaxed. Choosing somewhere slightly away from the tourist beaches is a reasonable strategy in high season.
